CSS files not downloaded from AWS S3

I am including CSS files in the header:

In S3 interface under Properties -> Metadata ->

Key: Content-Type
Value: text/css

      

        
        
        
      

    

Permissions are granted Everyone

withOpen/Download

Still not working.
