How to finally disable all spell fixes on OSX Yosemite?

I have disabled spell correction in OSX settings,

I can't turn off spell correction in Chrome or Evernote, for example, because the menu items are disabled:

So, when typing, I always correct myself automatically in both Google Chrome and Evernote, which is very annoying because the spelling correction is mostly wrong (and sometimes has very strange and confusing results).

How can I finally turn off all spell correction on OSX Yosemite, including apps like Chrome and Evernote?

The Spell Checker As You Enter Text option is not available to you unless you are focused on the application where you can enter text. Go to Chrome and Evernote, find a place where you can enter text (for example, a note in Evernote or a comment field on this site in Chrome), and you will be presented with a menu item.

This is unrelated to a disabled checkbox in System Preferences. This determines if automatic correction is enabled. This is separate from the spell checker, which marks possible errors as you type, but does not automatically correct in real time while you type.
