How does the Uber app determine the maximum registration limit for a device?

I have an old phone for work. This phone already had an Uber app that a previous user was using. I reinstalled the Uber app and signed up there with my email id and phone number. However, now I am unable to add the paytm wallet in this. When doing so, he gives me the message "We're sorry, but this device has reached the maximum registration limit." Also, I don't have paytm app in my phone.
