How does the Uber app determine the maximum registration limit for a device?
I have an old phone for work. This phone already had an Uber app that a previous user was using. I reinstalled the Uber app and signed up there with my email id and phone number. However, now I am unable to add the paytm wallet in this. When doing so, he gives me the message "We're sorry, but this device has reached the maximum registration limit." Also, I don't have paytm app in my phone.
I have some questions like
1) Which side determines the rules here, Uber or Paytm?
2) Do they maintain their own file (in their apk) for this calculation, or it could be a regular android file that the app can get even after reinstalling and then give me a message for maximum registration. If it's some kind of android file, can I somehow edit that?

The uber app has an Android device ID, so you cannot login with a different username and password. If you want to change your device ID your phone must be Rooted , if your device is rooted you can
