Capturing Visual Studio 2017: Unable to Start, Uninstall, or Reinstall

It seems that my visual studio 2017 installation turned out to be impossible.

It started when I wanted to create a setup project to make my solution easier to install. I found this add on visual studio 2017 and download and then run vsix file. The installation seemed to work fine, although I had to tell her to close visual studio as I was still running in the background until I got to the end that it hung on for a long time. After about an hour, I decided to just cancel the installation. When I tried to enter visual studio I was presented with the following dialog

Then I decided to try restarting the vsix file, but this time just be patient and wait for it to complete. However, this time I was told that it cannot work because it is already installed.

So. I think I will uninstall Visual Studio 2017 and reinstall from scratch.

Finally. I thought. What if I ran the installer again and installed Visual Studio 2017 on top of itself. This should be fine and should reset the application state to normal. Not. I run the installer, and nothing. I see an extract window with a progress bar, but then this disappears. I can see the boot process in the task manager, but there is no window. Nothing happens.

So. My question is if there is a way for me to either reset the state of Visual Studio so that it can be used again, or alternatively is there a way to clean my machine of this application without using an uninstaller
