How to resolve "forbidden" error in jupyter notebook (conda tab)

I installed anaconda and succeeded in making it a conda-tab thanks to the last suggestion in this post : stack overflow

However, when I try to create an environment or install an additional package, I get an "forbidden" error (see below). When I open anaconda-navigator I can create environments and install packages fine.

What could be wrong? And how do you fix it? Thank!
