Tools for building an Apache Cordova project in Visual Studio 2017

I have a copy of Visual Studio 2017 Professional and I downloaded Tools for Apache Cordova. I created a new blank project, downloaded the JDK / JRE and Android SDK tools and an emulator.

Every time I click the Build or Deploy button, the build seems to complete, and Visual Studio stops - and stays that way until the process finishes through the Task Manager. There are no other error messages or obvious build failures.

Any ideas why this is happening? I'm completely lost here.
