MacOS Sierra lapack and blas

I am new to this stuff and was looking for a resource on how to get Numpy

both Scipy with

BLAS as well as

LAPACK` on macOS. However, I cannot find one updated tutorial on how to do this. I also looked at Scipy , but they are for 10.7 and 10.8

Any suggestions or pointers? Thank!
