ITunesConnect Users and Roles

Dude, this sucks .... I'm trying to set up ApplePay with a patch. The documentation states that I need to log into iTunesConnect and click on "Users and Roles" .....

But when I go to iTunesConnect I see this screen:

I just can't seem to find where I should find users and roles ..... Does anyone know how I can get to this elusive screen?

This is because you are not a team agent for your developer account or added as a user to connect to itunes.

The Apple Developer Program Team Agent will have access to add other users and assign them roles. Please refer to https://www.meatti.com/blog/how-to-create-itunes-connect-limited-user/ for how to add user and assign roles in iTunes connection.

I am the account owner for a corporate account, but still appears on the same page without user access. Do you need to decide something? My account is paid and I cannot push my apps (when selecting apps, redirects to register the program)
