Jupyter notebooks - "Permission denied" when trying to create a new notebook

I have been using jupyter notebooks for the last few months without any problem, but all of a sudden when I launch jupyter notebook via command line (I am a Windows 10 user) and try to create a new python3 notebook via browser, I suddenly get the following error:

Resolved error when creating a new Python notebook

Does anyone know what to do? I have tried uninstalling and reinstalling Anaconda3 . I saw another post that suggested using export XDG_RUNTIME_DIR=""

, but was export

not declared as an internal or external command from the command line.
