Microsoft Visual C ++ 9.0 is required

I know this is a duplicate question, please don't tick it before helping.

When I want to install packages, including Jupyter, I get a Microsoft Visual C ++ 9.0 error. I am getting the same error with Pick and precompiled binaries on the UC website.

I have Visual Studio 17 express installed and I have manually added the path to vcvarsall

to my environment.

I have also seen a solution to update VSCOMMONTOOLS<

, however the VS###COMMONTOOLS

variable does not exist.

I am using Windows Server 2012.

How can I proceed?
