Delphi / RadStudio IDE does not appear after Windows 10 Insider update 16184

I upgraded my Windows 10 from 16179 to 16184 and since then the Delphi idea no longer comes up, but bds.exe works fine in the task manager. Does anyone know what's going on? Delphi is the only application that doesn't start properly yet. When I go back to 16179, Delphi works again as usual.
