Does EPS have DPI?

Some of what I've read about EPS (Encapsulated PostScript) sounds like it assumes 72 dpi. But the other parts say because they are vectors that there is no dpi and I can use any units when creating the file, since the eps file is then placed and sorted on import / use.

So what is it?
