Chrome cant cant elements and F8 doesn't stop anymore

I can ctrl + c an element when it has been selected, but I cannot insert it inside the dev html tools anymore (can I insert it elsewhere)? I do it all the time, I can't. Did I disable it somehow or change the new update update?

Secondly, when the element only appeared when it was javascript mousehover, I used the F8 button to pause the whole site / js and the element stayed in place so I could render it visually, but that also stopped working a while ago even I just didn't need to use it that often.
