MongoDB not authorized for admin to execute command after reinstallation

I'm fresh to mongodb. I created a custom root and database "admin", but I cannot connect to another database via mongoose. So I am missing this user. Now there is no user, but I cannot even connect to the "admin" database. Then I reinstall mongodb and still I get "not authorized for admin to execute command". What should I do???
