Converting iphone to iBeacon from local notification

I am trying to turn my iPhone into an iBeacon, I have seen and tested it that I can do this when I open the app, but I have a question, what if I can do this without letting go of the phone and just entering the area that has the iBeacon, and then got a notification on my phone when my phone is locked and then turn on my phone in iBeacon with just one of the options I got in my notification (without unlocking my phone) so I just if anyone knows what Bluetooth Manager and CLLocations only work when you have unlocked your phone, or it can be done without it.
