I had this problem too, here's how I fixed it. Although it is not recommended to change vendor files, this fix works and it allows me to send mail from my localhost.
- Find StreamBuffer in your provider folder. It should be in this place
C: \ XAMPP \ HTDOCS \ mylaravel \ vendor \ SwiftMailer \ SwiftMailer \ Lib \ Classes \ Swift \ Transport
- Open the StreamBuffer.php file
- Find this method _establishSocketConnection
- Add this as shown below.
$ options ['ssl'] ['verify_peer'] = FALSE;
$ options ['ssl'] ['verify_peer_name'] = FALSE;
private function _establishSocketConnection(){
....
$options['ssl']['verify_peer'] = FALSE;
$options['ssl']['verify_peer_name'] = FALSE;
$streamContext = stream_context_create($options);
$this->_stream = @stream_socket_client($host.':'.$this->_params['port'], $errno, $errstr, $timeout, STREAM_CLIENT_CONNECT, $streamContext);
.... }
It is like ssl preventing mail from being sent. Hope this helps

I would suggest using the mail driver log , or setting up a free mailgun account, but if you really want to check it out on your local developer machine, then this answer might help:

Route::get('sendemail', function () {
$data = array(
'name' => "Learning Laravel",
);
Mail::send('welcome', $data, function ($message) {
$message->from('ashokchavda193@gmail.com', 'Learning Laravel');
$message->to('ashokchavda193@gmail.com')->subject('Learning Laravel test email');
});
return "Your email has been sent successfully";
});
