Android Studio thinks Hyper-V is enabled when not

I had an emulator yesterday and I rebooted my machine today and suddenly I couldn't start the emulator. Yes, I have rebooted the machine several times. I tried to disconnect through the Windows Properties window and also using the command line that is offered. I even enabled Hyper-V to disable it again. Any ideas?

From the above images, I am getting "Android Emulator is incompatible with Hyper-V errors".
