SQL windowed function / rownum / order by - Help evaluate

m tries to see how often the customer requests to reactivate their online account.

The problem is that we collect a limited set of grouping data. Therefore my dataset is below.

I am trying to count from the first time a reactivation request was requested before the first time it was COMPLETED, after it was completed, complete the count of the number of days it took to complete the request, and count the number of NON COMPLETIONS and SENT. that happened between this time.

Below is a sample of sample data as well as sql for a table. Hope someone can help a little. (using SQL Server 2005 compatibility)
