How do I create a new user account in arangodb?

I'm having a hard time creating a new user on arangodb using the web interface. In the first place, I could create a new user, but could not assign the database to the user. Also, can you also help with the method using arangodb Shell?

The Arangodb Web web interface handles users in the _system database. If you are not running as a root user than first switch to root with access to the _system database. Find USERS in the left navigation pane where you can create and manage new users with database permissions.
