Updating pip and setuptools in homebrew not working

Then brew install python

the following appears:

Pip and setuptools have been installed. To update them
  pip2 install --upgrade pip setuptools

      

Running pip2 install

I ran into this after upgrading from Python 2.7.13 to 2.7.14 using Homebrew. I used the suggestion found in this issue on GitHub: https://github.com/pyenv/pyenv/issues/739 and it worked for me. The actual command I ran was:

/usr/local/Cellar/python/2.7.14/bin/python2 -m pip install --upgrade --force-reinstall pip
