Is there a way to decode the PICS rules file? Contains settings and settings used by the Windows operating system.

The PICSRules specification defines what PICS rules should look like. I don't think your file is one of them.

Is this the content of the entire file above?



Are you sure this is definitely a PICS rules file? There are many types of files that use the .prf extension, perhaps one of them.
