I know the content type has a collection of attachments, but is it possible to have a file type site column? Is this not part of the investment?
None - The content type either represents a file or it doesn't. You cannot have a file as metadata for a content type that is not the result of a document.

Instead, you can make your content type inherit from the document content type.
