How do I combine a photo and sound file with a video file that can be used on YouTube?

I would like to combine a photo and some audio file together and upload to youtube, not sure how.

Any suggestion would be very helpful.

In my opinion, on Windows, Free Movie Maker is the best solution for small youtube videos.
