First, the appearance of the form has a lot to offer for the form to be a link. See Form "Out-of-page connector"
Also see how the Out-of-Page Link form is implemented. It uses a hyperlink in addition to the double click event. This causes the pointer to change when you hover over the shape.
Unfortunately, both approaches assume that the shapes are referenced somewhere, but don't say you have to double-click to follow the link.
