Installing a custom Outlook 2003 form in a personal form library

We developed a custom Outlook 2003 form based on ipmNote. I need a way to do this for all other users in the organization. At the same time, we will also be installing the custon add-on built into VSTO so that we can do the form installation as part of that.

I am currently unable to use the Organizational Forms Library because Exchange administrators do not want to enable public folders.

Why do you need it to appear in your personal personal data library? If you publish it to everyone in the company, you usually publish it to the Organizational Forms Library on the Exchange server.

When your users open the form for the first time, it will be torn down to their local machine and saved in the application folder within their Documents and Settings.
