Creating a Website FTP Hosting Server?

I recently bought a new 2008 web server for our company and required an FTP Hosting site that allows clients to upload files and host websites from our server. The site must have a shopping cart / Monthly rates. If I purchased the right hosting template, how can I get it to work with the web server myself? (e.g. creating subdomains, user directories, etc.) The services must be exactly like this link: https://www.godaddy.com
