Does it make sense to use the Quick Deploy Panel?

I have a winforms application that doesn't have a common set of tools that I can provide in the toolbox. But I want to have a toolbar, so I planned to use this space for quick access to the most popular parts of the product. Ultimately I will add knowledge to the product to find out which screens the current user supports and provide them as quick links in the dashboard. But is this a sensible use of a dashboard for a desktop product, in terms of design and usability?

Don't automatically add information that the user prefers to create the toolbar. Having a dynamically generated toolbar confuses users. It's okay if the config panel offers dynamic suggestions (i.e. suggesting buttons), but changing the layout itself is evil.

I think the toolbar makes for a nice aesthetic, but if you just want to separate parts of the application, then the tab bar makes more sense for usability.

With the advent of tabbed browsing, every user understands the concept of a tab.

Sure. Firefox has something similar in the Bookmarks toolbar.

Peachtree Accounting also has a dashboard like many others.

Tabbing is ok if there aren't many of them.

It would be nice if the user could personalize the toolbar themselves. Sometimes, not only do I need places that I frequently visit, but also screens that I sometimes use that are hard to find in menus or whatnot.

To me it looks like a task for a menu with a MRU list or support for "Add to favorites".
