IE7: Setting Popup Background Color When Opened as New Tab

I have a popup on my page that I want to have a white background if it opens as a new tab in IE7. IE7 has a custom option that determines whether popups open in a new tab or not.

Can this be customized? or am I stuck on a black background?

Also, can I set the position of the popup if it opens in a new tab? For example, if the popup was open as a new tab, I would like it to be centered on the page with a white background.

You cannot read user preferences - which is a serious security breach and browsers intentionally prevent access to this information.
