Installed Flash Game Maker?
Flash itself is set up in such a way that with a little bit of coding skills and art, you can put together fairly simple games.
If you don't have these skills (and are not interested in taking the time to acquire them), you are looking for something in which you can drag and drop pre-built components and click together a legos-like game. The types of games you can make with these "engines" are going to be pretty simple, and you will likely run out of your potential quickly enough, leaving you to learn how to do it the "right way" anyway ...
With this rather lengthy caveat ... you can start with a simple search term for a flash game maker and grab some promising items. Sploder is at the top of the list, and it looks interesting, although I haven't tried it myself.
Also, the advantage of learning Flash / Actionscript rather than a proprietary "engine" is that when you inevitably run into a problem, there is a lot more documentation and community support for Flash and Actionscript than for any niche product you find. ...

Quite a broad question. From the point and angle of the click this one I started messing with
It offers a complete engine / framework for creating point and click games in flash using AS3. Save function, character, stage, etc. Pre-prepared for you. You just need to design / do the cover and sfx and everything else.
Alternatively, if you want to start from scratch, there are tons of online games out there. Here's one example.
