Create dynamic maps on the Internet

My company uses a sales model of Dealers, Territory Managers, and Regional Managers, each with a different level of area (IE is managed based on ZIP codes, states or regions).

I want to create a scaled-down map similar to this US state map that would allow our users to manipulate whoever succeeds.

What are some good resources to start this journey?

KML and Tiger (USA) or Maps and Geo (Can)? Or with something less interactive, you could still use a topologically integrated geo-coding and referencing system.

I would say that you can build on OpenStreetMap , which has a database under the Creative Commons license.

A combination of PostGIS for storing MapServer data to create map tiles, and OpenLayers for the interface should give you something to start with. Include some PHP libraries and you're just there!
