The .NET framework WebRequest uses Internet options for the current user context (accessible from the control panel). As if set for IE, it will be used by .NET WebRequest.

But when WebRequest is run under an account such as "NT AUTHORITY \ NETWORK SERVICE", for example from an ASP.NET application, there is no Internet setting for that user. So you have to play the roster.
