User ID check
If I'm building a website, how can I make sure that the person who gives me the credit card number (for example) is the person who is authorized to use it? Perhaps more generally, how can I reduce the possibility of fraudulent and stolen use of the ID, be it a purchase or access to the system.
I do not work in this area (online shopping), but I think that user authentication should be a very difficult / complex task.

I would say just stick to standard methods.
Someone is supposed to have a card position if they can provide information that is verified with a payment card gateway. As part of this, for example, this is Mastercard / VISA 3D auth , which adds a passphrase for online payments.
You can try and go beyond this fraud prevention two-factor authentication , but credit card companies are more interested in it so it's easy to follow suit.
