Blogging tool required for standards compliant web pages

A programmer I know has a website that is fully standards compliant. It uses the fully validated Unicode XHTML 1.1 with CSS. No frames, no tables, and no JavaScript.

It would like to be aimed at a blogging tool that does not require any particular database system or web server, but creates static pages that meet the above standards and best practices, and is itself a professionally finished native Windows application.

... and it should also be able to create an RSS feed.

Is there anything that comes close to this?

I have never heard of a standalone Windows professional application that acts as a blog HTTP server. I think your best bet is something like WordPress with a nice, standards-compliant theme (they exist) and some blog update (I know they exist and WordPress supports them, although I used Linux alone ) ...



It might be worth examining the MetaWeblog for the Windows application part if you decide that a separate standalone program does not exist that suits your needs.

I wonder why you don't want it to use the database, I can't think of any blogging mechanism that doesn't use it. It prevents you from changing all of your static files if you replace one thing in your template for example.
