Not. Is not. This is similar to the question "Is it possible to save files to the user's hard drive using JavaScript." It's just possible, but then hack it. It won't work forever [if you ever find a way to do it] because it just isn't supported. And it's not supported for a reason: security. It's not like a lack of technology, so there is no reason why it will be available in the future.
PS: for JavaScript HTML5 has the ability to save files on the user's hard drive, but again, not without permission [I don't take cookies into account here]

If you have control over the machine you are deploying to, you can use the Flash Settings Manager to always allow access to the camera.
