Fixed position divi not working

This is unlikely to be a Smarty problem. Just save both HTML pages and locally and compare. Who cares? Perhaps you could use the diff tool for this. Have you tried checking HTML and CSS ? It might also give you some hints.

This is a CSS issue, not Smarty. You should consider adding additional information to the question and tagging it with HTML / CSS.
