We are using IBM J9 JVM for Win CE. You do not need to be an IBM ISV partner to receive it. You can buy it from IBM partners like the one we use. Here is a link to the Microdoc site showing the platforms on which the J9 JVM is available. http://www.microdoc.com/products/certified-me-runtimes . We are very happy with J9.

I believe the only access available to you is SuperWaba / TotalCross .

WebSphere Micro Edition may also be available to you if you are an IBM ISV partner.

In my experience IBM J9 is the best - I used it to support MIDP / CDC applications, but the profiles / configurations supported supported MIDP and Personal Profile as well as CLDC and CDC Foundation.

Unlike other opinions, there is no virtual machine choice if you use Google. But I went for J9 because it maintains the corresponding Java interoperability, unlike SuperWaba, which is basically a Java variant, so your Java applications will be less portable.
