Differences between Excel 2003 and 2007 from a VSTO perspective

What are the main differences to consider when designing document-level add-ons or customizations for Excel 2003/2007?

I found this article outlining the problems clearly.

A couple of elements:

VSTO 2SE - can be used for both Excel 2003 and Excel 2007. (Code protection required for security)

VSTO 3 - Can only be used for Excel 2007 Add-ins. (Does not require passcode protection)

Excel 2003 - You can install the add-in for all users or for each user.

Excel 2007 - The ability to install an add-in for each user.

FYI. The blog article mentioned above is inaccurate in document-level settings. Perhaps at that time it was, but it is no longer so accurate.

Excel 2007 document level customization is fully supported in Visual Studio 2008, however, they use Visual Studio Tools for Office 2007 (also known as VSTO 3.0).
