Windows Server 2003 x64 DBF ODBC Driver
Windows Server 64-bit does not ship with DBF ODBC drivers by default.
Is there a way to get them? What are the alternatives?

I'm sure FoxPro drivers can read DBF just fine. I have used this driver on Vista 64-bit without any problems, so I suspect it will work with Server 2003 x64.
