Is the compressed size of the app size under 10MB?

As for iphone applications larger than 10 MB that cannot be downloaded ...

Does this refer to compressed or uncompressed file size?

I believe iPhone apps can be up to 2GB. That 10MB number indicates which applications can be downloaded over the cellular network, as well as which applications can be downloaded via Wi-Fi or iTunes on your computer.
