Do users upload and watch videos on my site?

I want users to be able to download and watch videos on my site. This is very similar to what a site like youtube does. I am not trying to create another YouTube. The video function is free for other already existing site functionalities. I don't mind users uploading through YouTube or another video sharing site. The video doesn't have to be private, but I need to control the upload process. Meaning, I would like the video upload to be one step in a multi-step process. For example, let's say that if I were building a job search site (I am not), the user can take the following steps.

• Register and report yourself.
• Create a resume with a work book
• Upload a video about yourself for employers to see
• Review and activate renewal

So, in step 3, the user needs to upload the video.

Is there any way I can integrate with my existing video sharing site, but still maintain control over the entire process? Or do I need to create a download, convert to FLV and play from scratch myself?

I would like the user not to tell the user to go to YouTube on their own, post a video, and then tell the site what the URL is.
