I stumbled upon some hard and limited effort a while ago, but I was wondering if there was anything really functional that I missed, preferably in C ++, but C is better than nothing.

W3Cs libwww discloses a complete standards-compliant NNTP implementation.
It is cross platform and (partially) well documented.
