Customizing the Main Menu in Visual Studio 2008

It sounds very simple, but I am disappointed in the last few hours to do it. I cannot see the Macros submenu under the Tools menu in Visual Studio 2008.

I go to Tools-> Customize-> Commands. Select Tools under Categories and click Reorder Commands. Instead of showing me the Tools menu, it shows me Files.

Am I doing something wrong? Or is this a bug in VS 2008?

In the Reload Commands dialog box, click the dropdown at the top where it says File, and then scroll down to the Tools menu. You have to add it there.

I understood the answer. When we select "Commands", we have to select the appropriate tool and then drag the item to the menu bar.
