SharePoint 2007 Approval Workflow - Anyone else can approve a requirement

How can I use SharePoint content approval to enforce a rule that any two people in the group can submit?

We have a policy library that any two people (modifier and approver) can update. If I do a grouped parallel assertion, the modifier can assert its work (I believe).

Unfortunately I don't have access to Visual Studio or even SharePoint Designer (as they've been turned off by the corporation).

Straight



Add two users to the approval group. Assign a workflow task to the Approvals group. Anyone in the group can approve the workflow to start their next phase
