Microsoft Core Fonts such as Arial, Verdana, Tahoma, and Times New Roman are generally available on most platforms, but there is no guarantee that any font is available on any platform. Your best bet is to use a document format that preserves font information, such as PDF, which is an open space file format, at least with primitive viewers available on the most common platforms.

If you want to completely neutralize the platform you have to format it as plain text and wrap it 80 columns. Otherwise, even if you end up using Times New Roman, which is available on almost every platform, but put it in a Word document, you will be limited.
