Launching the bootloader in Windows 2000

Is there a way to run bootstrapper setup.exe generated by VS2008 with a .NET 2.0 WinForms application on Windows 2000 SP4? If I try to run it it gives me an error related to the missing HeapSetInformation in Kernel32.dll and it won't start.

I tried to manually install Windows Installer 3.1 as well as the .NET 2.0 Framework, but setup.exe still shows the same error message. I have to use Setup.msi directly to install my application on Windows 2000. Is the boot loader limited to XP and above only?

On Windows XP, it works fine.

The boot loader usually creates a log file in a subfolder of your% TMP% folder. Is there information in the magazine?

Users on other forums suggest installing Update Rollup 1 for Windows 2000 SP4 (KB891861) to address this issue.
