How to uninstall Intel C ++ Compiler (ICC) 11 on Vista x64?

I have installed the combo ICC package 11.0.066 for x86 and x64 targets with all parameters (IPP, TBB, MKL). Attempting to run the uninstaller from Control Panel> Programs and Features immediately resolves the errors using the dialog:

Another uninstall instance was started.
Wait for it to be ready ...

This happens after uninstalling VTune (successfully), but does not resolve after reboot, etc.

How can I force Intel Compiler to uninstall and clean up after itself?

Downloadable installers for Intel Software Development Tools extract their packages for installation by default:

c:\Program Files (x86)\Intel\Download

manually. This will include both restore and uninstall options, both of which should complete successfully. If the extracted installation files have not yet been saved, you can recreate them by re-downloading the downloaded installer package for the same version.
