we are developing a cost effective vehicle tracking system, for my knowledge Using GPS to track vehicles costs more. Therefore, we strive to develop a GPRS system that costs less.

My doubt can track the car using only GPRS (not using GPS at all) is it possible. correct if i am wrong if you find any documentation or link it will be helpful.

If you don't need an exact location, you can use the cell tower information and some external api to get the coordinates for each tower. This is the same feature that Google uses in its Mobile Maps app.
