The name "Url" does not exist in the current context

I created an MVC 4 project and got this error on the following line:

<span>@Url.RouteUrl(route)</span>

      

My Web.config part:

What should I do to fix this problem?

NB. At the same time, I can use the @Html helper without any problem.
