Linking Invoices with PayPal

Is it possible to link clients to separate PayPal accounts? I am hoping to use it for a backend account system on my site.

I have searched everywhere and literally cannot find a solution. I've seen it work inside WHMCS before.

Do you mean an account created on the PayPal website? Of course it is possible. Just post a link like this (with the actual account number in place, obviously):
