Is it possible to play sound while dialing in android / ios

I am trying to play some audio files on Android and iOS on outgoing call during dialing state and turn it on when the call is answered. I found that it is not possible to do this during a call ( here ), but is it a dialing state treated as a call? bother to find any documentation on this topic, how can I make this possible?
